A road project in Australia is built through a sequence of gates, not a single decision: a problem is defined, a business case is written, money is committed in a budget, an environmental approval is obtained, a contractor is engaged, and only then does construction start. The first gate is the problem statement. A state road agency or a local council identifies a bottleneck, a crash record or a growth corridor, and commissions options analysis. The second gate is the business case. This is the document that converts an idea into a proposition with a cost, a benefit cost ratio and a delivery timeline. Why is Melbourne removing level crossings?
Melbourne has more than 100 level crossings where a road crosses a rail line at grade, and the state government set up the Level Crossing Removal Project in 2015 to take them out. The reasons are practical rather than aesthetic. A boom gate that stays down for two minutes blocks traffic, delays ambulances and buses, and constrains how often trains can run. Removing the crossing removes the conflict.
The designs are chosen from a small set of options: raise the road over the rail, lower the rail under the road, or close the crossing and rebuild the local road network around it.
